Summary The Recruiting Manager provides leadership, support, advocacy and vision to Recruiting Specialists and support staff who provide recruiting support to field staff in PA. Supervisory Responsibilities: Recruits, interviews, hires, and trains new Recruiting Specialists & HR Supervisors. Oversees the daily workflow of the department. Provides training and performance feedback. Provides training, orientation, and continued support to Recruiting Specialists & HR Supervisors. Manages the implementation of field staff hiring process put forth by the corporate office. Provides technical support, troubleshooting, and guidance to ATS and HCM users. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance. Collaborate with marketing and coordination and compliance Develop process improvement and strategies to enhance work performance and efficiencies Quality focus on materials documents that drives fast time to hire Performs other duties as assigned. Qualifications and Skills: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor's degree in Human Resources, Business Administration, or related field required. A minimum of three years of human resource management experience preferred. SHRM-CP highly desired. Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Excellent organizational skills and attention to detail. Strong analytical and problem-solving skills. Ability to prioritize tasks and to delegate them when appropriate. Ability to act with integrity, professionalism, and confidentiality. Thorough knowledge of employment-related laws and regulations. Proficient with Microsoft Office Suite or related software. Proficiency with or the ability to quickly learn the organizations HCM and talent management systems. Ability to take initiative and effectively adapt to changes. Bi-lingual is a plus Physical Requirements: Prolonged periods of sitting at a desk and working on a computer. Must be able to lift 15 pounds at times. Must be able to access and navigate each department at the organization's facilities. Work Environment: Due to the nature of the responsibilities this role will take place in office. 40% of travel may be required for training, job fairs or recruitment backup (offices are located in Harrisburg, Philadelphia and Allentown). These services include (but are not limited to) assistance with self-administration of medications, personal care such as assistance with personal hygiene, dressing, and feeding, homemaking such as assistance with household tasks housekeeping, shopping, meal planning and preparation, and transportation, companionship, respite care such as assistance and support provided to the family; and other non-skilled services. We conduct criminal background checks when required on all staff. We also conduct physicals and tuberculosis screenings for all direct care workers and office staff with direct consumer contact upon hiring and on a yearly basis. The direct care workers of the Company are required to complete a minimum of forty (40) hours of experience or practical training and a competency evaluation, or a state certification program. This training includes information regarding personal hygiene, safe transfer techniques, infection control, and basic nutrition. All direct care workers of our company also receive supervised practical training before having direct contact with a consumer or verification of prior experience.
